Construction Projects for Harris County W.C. & I.D. No. 36

Dear Valued Customer,

Harris County WC&ID No. 36 continues working on construction projects in Cloverleaf. The District has been very aggressive in replacing waste water lines with the Grant projects awarded from Harris County Community Development.

Three Projects were bestowed to the District to address certain wastewater lines on the north side of I-10, and rehabilitate some of the main trunk lines on the south side of I-10 inside the District's boundaries. The Construction began the first week of October 2009 and should be completed by May 2010.

We sincerely appreciate the Grant money from Harris County Community Services as it keeps our tax rate at a minimal amount in our low-income area.

We make every effort to apply for Grant funding when available. We applied and were selected as the recipient for Grant Funding from Texas Water Development Board ("TWDB") under the "ARRA" Grant funding. This is the "American Recovery & Reinvestment Act" that President Obama enacted in February 2009.

The "ARRA" Grants are to replace some of the deteriorated water system infrastructure. This will reduce the number of water service interruptions, and potential contamination during these water line breaks. Please see the attached News Release from "TWDB" awarding the grants.

The water rate structure for the District is a different subject matter. The District along with many other Water Districts was directed by Harris Galveston Subsidence District to implement a surface water plan for subsidence reasons in the area. The District converted to surface water in 1997. The District is a participant in a large regional water authority that contracts with the "COH" to purchase surface water. The Authority receives annual increases from the "COH" that is passed on to the participation District. In January we received an increase and were told that another increase is expected in March or April of this year. We strive to keep the rates as low as possible, and to keep you informed of the increase amounts as soon as notice is received.

We are improving our community with every project completed and greatly appreciate your support. Please take extra precautions in and around each of the construction zones.

Yours in service,
Billie Vasquez, General Manager
